Future Direction: Cross-Session Persistence Substrate

Description

Second of six open design directions (Section 12.2). Asks what belongs between Claude Code's static-instruction layer (CLAUDE.md hierarchy, auto memory) and its single-session transcript layer (JSONL transcripts whose permissions are explicitly not restored on resume): a durable state layer that is neither a static instruction nor a single session's record. Open: whether a single substrate can carry both a user's personal instruction hierarchy and shared organisational context while preserving file-based transparency, and how session-scoped permissions interact with such a substrate without reintroducing the resume-restoration safety concern.
