Parallel incident running alongside the npm source leak. Three overlapping causes: (1) intentional peak-hours adjustment burning 5-hour session limits faster during 5 AM-11 PM PT weekdays affecting ~7% of users (confirmed by Anthropic March 26); (2) counter-desync bugs filed in #38335, #38029, #37436, #34410 since March 14; (3) suspected cache invalidation re-bill bug. March 28 end of 2x off-peak promo coincided with March 23 peak-hours adjustment, producing perceived 4x degradation.
